Concern expressed at procurement direction taken by
Department of Finance and Personnel in relation to the e-HR contract

Derry City Council’s acting Director of Development, John Meehan
has expressed disappointment and concern at the recent developments
in the procurement process for the e-Hr contract for personnel services.
“The announcement by the Department of Finance and Personnel
(DFP) represents the next stage in the procurement process and is not
the final decision.
“Independently Derry is recognised as the most attractive location
in western Europe for call centres, software development and shared
service centre business. These strengths aligned with a competitive
cost environment for the establishment and operation of new businesses
represent a strong case for investment. Accenture (UK) Ltd is an established
world leader in this sector bringing unique skills in this area.
“Despite these advantages, I have concern regarding the preference
expressed by the Department of Finance and Personnel’s decision
to select Belfast as the preferred location for the e-Hr contract as
it has implications that are wider than the immediate attainment of
jobs for the Derry City Council area.
“The strategic decision to partner the private sector in the
delivery of public services has already been taken by the Department
of Finance and Personnel (DFP) and their subsequent preference to work
with a supplier who will service this contract in Belfast may result
in a net loss of public sector jobs in the North West region over the
next three-five years.
“At this juncture it is important to review this procurement
preference and consider the immediate challenges and opportunities
it presents for the city in this competitive investment sector”.
