The Building Regulation Application Process
Advice And Assistance
Applicants are encouraged to contact their local Building Control Department for free advice at the feasibility stage of a project. By entering into discussions at the outset it is possible to highlight matters that require attention at the earliest possible opportunity. At this stage appropriate solutions and best methods of meeting Building Regulation requirements can be identified. This pre-application discussion can save time and money for Developers. Any regulatory matter may be discussed although they tend to relate mostly to means of escape in the event of a fire, fire resistance, structural stability and access and facilities for people with disabilities.
Building Control may also advise on the type of application most appropriate for the work being undertaken, whether Full Plans, a Building Notice or, in the case of work done without Building Control having been informed, a Regularisation Application. Details of these different types of application can be found in the next section.
Making An Application
Anyone intending to build, alter or change the use of a building, change the energy status of a building or alter or replace a thermal element is required to make a Building Regulation Application. This can be done using the traditional “Full Plans” route or alternatively (for domestic works only), by a “Building Notice”.

Stage 1
Submission of the Application
The application should be deposited with the Building Control Department of your local Council. This should include:
- Completed Application Form
- Appropriate fee
- Location map and detailed site plan – two copies
- Construction plans and technical specification – two copies
- SAP Energy Rating information
Stage 2
Assessment of your Proposal
The plans are assessed for compliance with Building Regulations and any required revisions notified to the Agent who may then submit amended plans. When these are received and all details are satisfactory your plans can be approved. The Notice of Approval and one set of Approved Plans will be returned.
Stage 3
Commencement of work & Site Inspections
When an application has been made with the appropriate fee the builder may commence work. Before doing so, the Building Control Department must be notified so that the Building Control Surveyors can visit the site. They will carry out inspections from commencement to completion. There is a legal obligation on any person causing works to be carried out to advise the Building Control Department at various stages so that inspections may be undertaken. Building Control will undertake other inspections as are deemed necessary. If the builder commences work prior to approval of the plans, he proceeds entirely at his own risk.
After the first inspection has been carried out, the Inspection Fee is due.
