Carnival Care Initiatives

The carnival campaign includes a number of initiatives aimed at vintners and off licences in the hope of bringing additional community support to tackling alcohol misuse. These include reminding businesses of their obligations to check for ID, not to serve minors and to be aware of the increased risks of underage drinking at this time.

“Only 4” a local agreement on four types of identification for admission to licensed premises. Entry into licensed premises in the area will require production of one of the following; driving licence (photo part), passport, electoral registration card or CitizenCard. CitizenCard has agreed to come into the area to provide PASS hologram identification free of charge to all who need it. (Click here for more info on CitizenCard)

A code of practice for Off Licences has been developed to reduce the availability of alcohol to young people, assist enforcement bodies identify the source of alcohol obtained by children and identify and highlight socially aware and responsible Off Licences. The licensees will ensure that:

  • Staff will not sell alcohol to anyone under the age of eighteen.
  • Staff will ask for one of the four forms of identification from anyone who looks to/appears to be under the age of twenty-one years of age.
  • Staff will question a person buying large amounts of alcohol on more than one occasion in one day.
  • Staff will question a person buying large amounts of alcohol on more than one occasion in one day.
  • Alcohol will not be sold to an intoxicated person.
  • Carrier bags will be branded with the name of the retailer or the code of practice scheme.
  • A door sticker and poster will be displayed in a prominent location within the sales area.
  • Staff will receive training on the contents of the code of practice.
  • Staff will liaise with and cooperate with local police and council officers.
  • Staff will welcome visits to their premises by police and council officers as a deterrent to potential under age customers.
